That's a bit over the top. The Tutsis were still spear chuckers just like the Hutus. But with that said, Kagame has been an incredibly effective leader and he has turned Rwanda into the Prussia of sub-saharan Africa. And he's done it by understanding Democracy does not work in Africa, but Monarchy does. He's King of Rwanda in all but title, and he's pounded the mace of the State over all his enemies foreign and domestic too great effect.

And his people live in peace and unparalleled prosperity compared to their neighbors for it.

So of course the Liberal "rules based international order" absolutely despises him and hopes the absolute shit heap that is Congo manages to drive back his land grab.
