The American system is to produce as much milk as possible and if there's an oversupply the government subsidies your milk, giving a strong incentive to always have an oversupply.
A further downside to this is that the subsidies artificially raise the price of US milk, which pretty much destroys the US's ability to export the surplus. There's in fact a huge international trade in milk, dairy, and other milk products; the US doesn't do well at all here.
 
I bought the dip last week when dipshit Jr. told me to and lost $400. There’s no point in buying a dip if it doesn’t go back up.

USA does not produce all the necessary foodstuffs to feed its population without significant cuts to their quality of life. You produce immense amounts of certain agricultural products, but not all of them are suitable for human consumption. Sudden tariffs do not leave enough time for the US agricultural sector to adapt and answer the consumer demand.

Edit: To be clear, you are self sufficient in terms of food production by numbers, but there's only so much corn, soy and sugar beets which you can pump into people's veins before things go wrong.

US produces 90% of it's food domestically. There would be no significant cuts to quality of life.
