Oh, I Googled it cause I wasn't really sure. People say it's to show emotion, but this really should only apply to actual anime. Guess it just carried over to fan art.

It's partially transparent to make the expressions clear. Haikyuu does it with the volleyball nets. It just makes it visually easier to see the characters' expressions. In real life as well, where the hair would be thin, our brains fill in the gaps and interpret that information anyways, so it's just visual shorthand.
