Couple things:
1) While I believe most of the big claims PPP has made because they totally fit Phil's behavior over the years, the part about Phil not having a driver's license I question. Mr. Stickler for the Rules, Mr. Throw Trolls in Jail, Mr. Scared of his own Shadow...I find it hard to believe he drives around doing errands every week with no license. Just doesn't seem like Phil. Or maybe he just meant Phil didn't have Real ID and said the "no license" as a funny exaggeration?
2) I know PPP makes shit up at times. But I've watched way too much Phil. When he's caught looking dumb or in a lie and has no comeback, he pretends it didn't happen or calls it a meme. Since that's how he's handled the Casino repeatedly destroying him, I tend to believe PPP is mostly telling the truth and Phil has no counterargument. Could be wrong but it fits Phil's pattern of behavior.
I agree with the first part. We know Phil is terrified of IRL conflict, I don't think he'd risk breaking the law by driving around without a license. He's lazy and hates doing things, sure, but even Phil is capable of waddling outside of his house every so often to run real errands. I don't think getting his license renewed is beyond even Phil's limited capabilities.
But I fully believe Phil would lie and says he doesn't have his license if it was part of an excuse to avoid traveling somewhere. It sounds like from the clip, they were originally talking about flying somewhere, cause they mentioned a passport. They also mentioned Phil's parents, and we know PPP was offering to fly Phil and Khet down for a honeymoon thing. If I had to guess, I'd wonder if they were discussing the honeymoon stuff, Phil insisted he can't fly, PPP pointed out he flew to see his parents, and then Phil started to backtrack and turn it into a real ID excuse.
It's a common Phil tactic. While he's ignorant of a lot of things, he really plays it up when it comes to doing something he doesn't want to. Suddenly, he has absolutely no idea how to do XYZ, even if we just saw him do it/can easily prove it's something simple. Phil insisting he couldn't get that krabby patty thing from Wendy's because it wasn't available in his area, even though we could google and prove that was false. Phil saying he couldn't get Jasper to an emergency vet and, conveniently, wouldn't be able to do the vet trip until the day off. Phil saying he couldn't play Sunshine because his dents were saying there were too many Mario games when it was a dent-choice game and his chat kept asking for it etc.
I suspect a good chunk of the DMs are filled with Phil's lies, that's why I'm one of the advocates for "wanting to see the context." Not to say that Phil's lies aren't amusing. Phil is an awful liar and I usually get a laugh out of how illogical his bigger lies are because it often highlights how little experience he has with being an adult due to his hermit lifestyle. But I'm much more interested in the behind the scenes truths Phil mentions because the above mentioned lack of experience means he doesn't know he's sharing details he should be embarrassed about.
