The two leaders agreed that a future with an improved bilateral relationship between the United States and Russia has huge upside. This includes enormous economic deals and geopolitical stability when peace has been achieved."

Trump also gives a verbal summary of each EO as he signs it, and shows the signed EO to the cameras, demonstrating his awareness of the content and that his signature is authentic. He alos usually has a cabinet or staff member standing beside his chair as a witness.
