I don't think they were "hiding behind" the JFK assassination so nobody could find them, keep in mind this was in the pre-internet and pre-FOIA era and judging from their gayops they didn't really care that much to hide stuff (beyond marking the files private, in which case they were never publicly disseminated back in the day)

The much more plausible explanation (IMHO) is that the CIA and USG were literally doing so many gayops in tandem and by separate clandestine groups with separate goals in separate countries that were even possibly tangentially related to the JFK assassination that they literally didn't even have an agreed upon understanding or accountability of every operation that was going on and so they went through the files looking for intelligence to try and understand if any of the stuff they were doing contained evidence of actual intelligence that actually related to JFK.

There's a lot of cuba shit and other stuff that makes sense to comb through to see if anything they did might've triggered a retaliatory action (the assassination) and the only way to understand that fully is to literally go through everything related to the prime suspects (Cuba, commies, rogue agents etc)

The other alternative explanation is that since this was in the pre-computer and pre-modern management philosophy era that they included thousands of tangentially related documents to simply overwhelm the entire process and hide some actually dubious/illegal shit they were doing that didn't even relate to JFK. Keep in mind The Warren commission put together an 888 page report over about a 10 month period - it looks like they had like 20-30 staff but even then, in a pre-computer era going through this amount of paperwork would be an extensive and time consuming process.

What is the path forward to correct this clear abuse of power?

Does the SC have to do something generally to prevent this from repeating, or must they look at each of these on a case by case basis?
