The letter was a template that will be getting sent to thousands of businesses asking them to complete some bullshit risk assessment about his website. It doesn't ask for user information.

Failure to comply will be the first strike to getting a website blocked from the UK, but they don't need to bother now because they got what they wanted with one email.

you're missing the forest for the trees. the bong government doesn't want to just block sites that don't comply, then they can't be evil meddling tyrants. they want to strong arm sites into handing over user information of UK IPs that post wrongthink (Part 7 Chapter 4), while simultaneously issuing fees and fines to site owners as a source of revenue for the government (Part 6, Part 7 Chapter 6, Schedule 10). These "risk assessments" are pointless paperwork and the bong government knows it, it's just one of dozens of requirements for site owners to trip up over so the bongs can fine them. Jewsh refusing to play along and blocking all UK IPs is exactly the opposite of what they want.

In their cases, they are content creators on platforms run by other people. OSA is basically the anti-Section 230. The reason 230 is excellent even though it doesn't directly protect individuals is that ISPs can basically circular file any legal threats they get about content, so it's up to the individual whether they want to chance a lawsuit. Without 230, the ISP can't afford to go fight a lengthy lawsuit over every single loony toon nutjob threat they get. With it, they can just say "Section 230 fuck off."

And why OSA is the anti-230 is it instead makes every ISP not just liable, but liable for devastating fines, for every single post, even if they have a legal team working 24/7 to address concerns. So while it doesn't target individuals directly, it's not even up to you whether you want to call a wog a wog and take your chances, you simply no longer have a platform to do it on.

And anyone who cares enough to install a VPN for here is probably going to use it for literally everything. So bye bye ad revenue. And their ability to spy on citizens is reduced with increased VPN use.
 
Download Orbot from the App Store, follow the steps to set it up as a VPN service and then you can access the .onion site via Tor from Safari on your iPhone or whatever. It’s an official app by the same people that make the Tor browser on PC.
If you're using Tor then the clearnet address should work as long as you don't get a UK exit node.

By my understanding he is both ignoring it (not complying with their stupid reporting system) while still allowing you access to the site (via VPN). The landing page for UK IPs is more for your protection, a warning plus forcing you to protect yourself, because the govt is so hostile to speech.
