I think he's assuming the pan-nonwhiterace movements are actually popular. Pan-Americanism: Veiled American expansionism or "let's all team up against the USA" sentiment (Examples: Pan-American Conference, Latin American and Caribbean Congress in Solidarity with Puerto Rico's Independence)
