They're not finding stuff like money being cheated out of the system so much as any random program that they want to argue is wrong to fund for whatever reason. Which ends up looking less reasonable when you consider a lot of the programs were to be funded due to congress deciding it should be in various congressional bills over the years.

This was recently an issue with Radio Free Europe, which Trump directed to have shut down funding for because the government's priorities have shifted, but it's possible/likely that's not really enough to allow the executive branch to dismiss congressionally approved funding. So the administration looks to have actually given up shortly after a lawsuit was brought up and reinstated funding. Lot of people in Trump's admin seem shocked that they can't unilaterally decide to do away with a lot of this congressionally approved funding so you have a litany of DOGE cuts that show up and vanish into the ether like this.

To do a lot of real cuts they'd have to work with congress to do away with a number of projects that they want for their states or because they felt it was some moral good. But that'd be a tougher fight than what Trump's admin has been imagining they could do which is just label whatever spending they don't like as fraudulent or waste, even if there was no fraud and the waste is instead money going to things they don't like.

The massive number of injunctions is because Trump’s admin are doing some massive reinterpretations of executive branch’s powers. Some right and some wrong.

Like it isn’t routine to hear a president say they won’t fund something Congress approved funding for. Trump's people are arguing often that they’re executing Congress’ mandates by dismissing funding for things due to it being fraud or not the goal, then often can’t argue how when they get to court. That’s not an issue of partisanship in the courts, that’s Trump needing to prove his argument for dismissing funding was sound and being incapable of it (in many instances).
