There's some varieties of carrots that are really small, like Chantenays. I suspect she got impatient and pulled them a bit early for an instagram post (not entirely sure on the growing seasons in California), I doubt her gardener would have fucked up planting them.
Growing shit in Montecito is insane. I used to live in santa barbara and you just throw whatever you want in the ground wherever you want and it only dies if you throw bleach on it. they have a high of 70 and low of 50 literally year round. They technically have seasons due to outlier days and moisture but it felt like it didn't matter. We'd get avocados and oranges from the trees we neglected in our back yard continuously from march-november. I had a neighbor who would flip the fuck out if the mid day was higher than 80 or lower than 60 at any point in the year.
Carrots can be surprisingly difficult to grow, even in the best of circumstances and in otherwise successful gardens. Hard soil will do this, and too much fertilizer too. I would not have shared that picture either, but witness:

Many breeds of carrots are small like that, and if you grow them at home, they're going to be widely variable in size anyway. Even farm-grown carrots are that way, and the ones that aren't pretty enough to sell at the produce counter are made into canned or frozen carrots.
