The context behind this is that there's a character name Momoi Saiba from this South Korean lolicon gooner gacha mobile game called Blue Archive. There's an edit someone made of her saying "Niga"/"Nigai" which means "bitter" in Japanese.
Someone sent the video above to Speed as a shock video a few years ago:
She fully understood what she was saying and fully comprehended the racial implications especially since she mentions Speed's white girlfriend. I will give Speed credit for trying to clarify if she actually understood what she was saying instead of immediately tearing into her.

Speed is really popular in China much like how celebrities like John Cena are popular in China. Speed visiting China = big cash money for both Speed and the CCP from foreign tourism and increased youth morale. His job is to show his American/Western audience that China isn't some big scary authoritarian fascist state (it is) that will disappear you for speaking out about the government a little too loud (it will) despite its insane censorship.
I'm confident that a decent amount (most, if not all) of the random encounters he's had on the streets are pre-planned by the CCP to clip farm and impress American audiences. Like this clip of Daoist basketballers dancing in front of him.
There's definitely some real interactions here and there, and I do think that the two instances of racism directed towards him are insular Chinese netizens seeing a black person irl for the first time and acting like morons on camera to make a name for themselves by trying to provoke a reaction.
