After the Cold War, Vietnam basically said 'fuck you' to Russia and China and are effectively part of the Allies. While they are still a Communist country by law, they are moreso a 'Ho Chi Minh' country which is about maintaining a fiercely independent Vietnam and they have a free market economy.
