I don't know how you could possibly do so without increasing trade friction via Tariffs though. All the things you mentioned are neccesary, but there's no incentive to do so while trade remains dirt cheap and consumers remain happy with low quality goods.

But with the current strategy, I don't know why anyone would begin taking those steps. The average capitalist in a position to begin investing in the US is being given no reason to do so. At longest they expect this regime to last 4 years (since if this continues anything like this Republicans are getting BTFO crazy style in 2028, the media is going to be able to frame this VERY easily) and probably less than that because of trump's schizoid back and forth. So why invest?

Tariffs aren't fundementally retarded, far from it, but Trump and co seem to be.
 
and yet, russia managed to export 3.27 billion dollars of stuff to the us as opposed to 562 million of imports from the US (deficit of 2 billion 708 million)

meanwhile that shit hole land locked country in africa managed to export 237 million dollars of diamonds and tshirts to the us and imported 2.8 million of god only knows what (trade deficit of 234.5 million) and recieved a 50% tarriff.

Lets say that we do start having manufacturing industries being made in America again (not brought back, new onshore manufacturing made) not having any tariffs to protect said industries means that once they have enough money to move offshore it WILL be cheaper for them to move offshore, lets take an example, say a new car company is coming out making all cars in America, and they want to tap into the Chinese market, they cannot afford to ship cars from the U.S to China because there's a 300% tariff on cars, so it's cheaper for them to move operations to China and ship to America. Even if we create new industries we NEED tariffs to ensure they STAY in the U.S. This is why we lost the iron, steel, lumber, automobile, clothing, and currently tech industries because admins during the advent of the WTO did not implement tariffs to protect our industries.

 
The whole tariff thing so far is a roller coaster of "Nothing Will Happen", "It's Happening", "It's over", and "We are so fucking back" going back and forth.
