I agree with Mr Beefy to a certain extent, but not because of any politics, but because Tom CHOSE to keep Andrew even though he was abusing and endangering them, even though he was and is a fraud ( yes faking disabilities and conning various services / entities to play into a game like that is fraud).... not only that Tom and his wife never took into account how badly Joe has suffered and just how damaged and broken that poor man is today because of all of this. - now to be fair I DO NOT think Tom and company deserve it; but i do feel that they brought it on themselves. Tom is basically facing consequences for the choices he made. Hell from what i understand his wife has actually been afraid of Andrew for many years ! and hge still is okay with keeping andrew, no matter how it has and does effect his wife and Joe??
Love has its limits, its not fair or even humane to force others in the household to suffer at the hands of someone (whether physical , sexual or psychological/emotional) just because one might think '' well they are blood therefore family i must just tolerate and accept it'''; no. you dont. that s cruel to the other family members, not to mention just plain unsafe.
The way I see it, there's a level of blame for not kicking their son out sooner. But yet I can't fault them for wanting to try and protect their family. Whether there's strong familial values or; given Andy's parents' ages. Breaking up the family by kicking one of them out is extremely unfeasible. To leave and go no contact is one thing, but to forcibly remove another seems realistically impossible for them to fathom.
Knowing a bit of Tom's background being the only boy. He suffered a great deal by his siblings and was made something of a whipping boy for it. I could be drastically wrong; but I believe Tom's sister had possibly influenced Andy to what he is today through affirming his delusions and making Tom sound like he's the worst person in Andrew's life. (While she herself, refused to take Andy in herself.)
I don't blame Tom too much for wanting to keep his family together if it was possible. But it came at a real price for them all dealing with Andrew's bullshit.
