A small tribe can change substantially and in fewer generations than a large unified cultural empire (which is what Europe is).
New belief sets come from small tribes. Centralization and unification makes large social organizational cultural change nearly impossible.

So far 8moe feels like a subpar replacement for 4chan when it comes to vidya. 8/v/ feels more 4/vg/ than 4/v/, with most of the threads being generals where half the posts are waifuposting and chatting about bullshit. And /vb/ is just a few threads about the hack+janny doxing and whole lot of porn dumps. From the little I've looked /a/ looks fine though, and I guess the site's got you covered if you're a vtuberfag or gachatard. Of course, this all when the servers aren't shitting themselves because of the increase in traffic.

8chan.moe has cool features that 4chan never had like being able to post webm and mp4 videos with sounds and multiple images per post. I've been there because another defunct IB i browsed tried setting up a refuge there. The problem is every time i've been there there has been CP spam and the moderation does nothing, doesn't matter if its a board report or a global report, it could last the entire day before someone deletes it.
