The was always funny how they made an in game lore excuse for losing levitation as the game would break if you left the city cells. Even though a lazy fix would just be to have them game go to a loading screen and load in the overworld.
You never know Bethesda could learn from it's mistakes and see how well the indy scene is doing and actually make a good game
