I got reading about gambling addiction and I suspect that the casinos choose not to let their whale players win that big, because most will end up loosing it all in a few days anyway, and that’s often a sobering moment for these guys and leads to them getting the help they need.
I think you are underestimating how bad his addiction to gambling is. He will always go back, no matter how bad the felt is. He could win a billion dollars and he would just start doing $100M Rip City features or $400M Blackjack hands. He’d lose it all then come back the next day copy and pasting his ETH or USDT addy in twitch chat for $20 here and there.
 
Only if you promise to turn it into a 20k+ winning streak, only to loose almost all of it because you refuse to leave the table

But you are incorrect on the Whales. "casinos choose not to let their whale players win that big" is a fallacy because a legitimate brick and mortar casino let the odds simply stand, unless you misspoke and are referring to on-line casinos which alter their games from being a game of chance to a statistical calculation of return.

"that’s often a sobering moment for these guys and leads to them getting the help they need." is actually the catalyst to get them to gamble again and win instead, it is not the wake-up moment, it instead the dog whistle to come back. Remember BMJ withdrew about 200,000 in the period of a day or two, and proceeded to come back and blow every last cent.

You completely missed the point of that character's arc. He should have put the money on a sure thing like the Jets instead of something risky like poker with emotionally erratic Italians.
