He lives in a community that is almost entirely people who have committed sexual crimes. Because they can't really live anywhere else after being released from prison in some areas due to the proximity of schools, parks, day care centers etc they tend to cluster.
There's a video in the OP (the first one I think) where he takes you on a lovely tour of the near shanty town that he lives in. He mentions paying rent (which I think his mother helps him with), but I have no idea if it's section 8 or not. He also alludes to a woman who owns or manages a local subway as the owner of some of the properties there.
