Without phonebooking myself too much, I will say given some first-hand experience with the environment there, Russell is an even bigger idiot than previously thought if he sincerely believes he can convince small-town Nevada to embrace him in any fashion to create any kind of substantial change and/or open a brothel of his own.
Small-town anywhere, but Nevada in particular, is rife with "good ol' boy" clubs. A well-spoken
wealthy person or group can barely make inroads in those small towns. Fucking
Wal-mart has trouble bringing in Sam's Clubs and Wal-mart Supercenters into those places, despite the obvious benefit (blah blah muh ebil wal-mart blah blah, shaddup, there's minimal or no existing business to "crush" in most of those towns), no matter how much money it waves under the noses of these imbeciles on the local county commissioner boards.
A drooling moron that can barely be understood when speaking, and who writes the kind of dreck he writes, and with his "track record" in court, has zero chance of getting
anywhere with those "city father" types, especially concerning the brothels. In that particular industry, money talks (and Russell doesn't have any) but you also need a relatively clean nose and a willingness to grease some palms. He's broke, an obvious pervert with a shitty track record, and he's astonishingly cheap. He'll never "spread a little love around" to keep those gears greased and the handful of people in those positions of authority to allow him to buy and run a brothel can smell that stinginess on him. Even if he eventually figured out he needs to engage in outright bribery to get started in that business, he's far too stupid and blunt to know how to go about it with any kind of discretion. He'll never get close.
One subtle point I'm not sure most people realize about legalized prostitution in Nevada is the fact that it's only legal in counties that choose to allow it
and that have a population
lower than some fixed amount. The people running that little industry explicitly do
not want to do anything to encourage population growth in the places where they operate -- it can literally drive them out of business. The counties where it's legal are low-density, and they like it that way. That makes them automatically very insular, and very suspicious and weary of outsiders trying to muscle into their territory.

No, they are not. The women pictured are much older than the usual fare. Not that age helps the present offerings look much better, but at least most of them have fewer wrinkles. The two closest to Vegas (Sheri's Ranch and Chicken Ranch) both have websites listing (and showing) their "menus." The selection's a little better, but the proximity to Vegas makes them both absurdly overpriced.
