So it probably won't be a spin-off or anything like that, just a regular chapter, probably with lots of flashbacks/where they reveal (read: retcon) some important (for toilet manga fujos) info about Hanako's origins.

Sometimes, the state goes full retard and forms their own version of the ATF. But it's mostly just up to state to set their own laws surrounding the licensing stuff and it's usually local law enforcement working with the ATF during the occasional raid

When Bear Hammer got re-perm'd Josh mentioned specifically that he got like 20 reports a day about him. Report volume is probably the second biggest factor in if someone is or is not actionable
