Agreed, I think it's entirely plausible that Russ called up the Scott Shady and asked "How much per month to rent that wing out back? It's for the miners!" and they were overjoyed to hear from him and gave him a quote, because they're already planning to house the miners, and Russ said nothing about whores.

Then he called up the real estate guy and told him "I've got a pending deal to rent out half of the Scott Shady to make an entertainment venue for the miners, you interested in being a silent partner?" and real estate dude allowed that it might be a good investment that he'd be interested in, also not knowing that the "entertainment" will be whores giving the ole sloppy toppy out of the Scott Shady. Then Russ hit the City Council to try and make them rezone the property.

The reason this sequence of events seems so sensible to me is that there's a 0% chance that the real estate Chad wouldn't know that the Scott Shady doesn't meet the zoning criteria for a brothel. Everyone in real estate in rural Nevada knows what those rules are, even if they're not interested in doing it, because legalized brothels are unique to Nevada. Every real estate person knows about the weird properties and offbeat rules in their particular area.

The Scott Shady's website talks about all the recent renovations they've made for the incoming miners and the special rates available to them, and how it's a family run business. They certainly don't sound like they're bankrupt or dying. The sound like they have a solid plan to expand their business, and that plan doesn't include hookers. Once you let whores into your hotel, that's all you have ever after until the law closes it down or it burns to the ground, just like what happened to EVERY OTHER BROTHEL IN NEVADA.

Russ simply doesn't understand that the legal brothel experiment in Nevada was already tried, everyone but him hated it, and it failed miserably. The few remaining legal brothels are in a death spiral, and will either close due to unprofitability, or the elderly owners will give their last gasps and their brothels won't survive it, just like Hof's armpit brothels died when he did. The legal brothel era couldn't be more over, and 99% of Nevada won't miss them.

When was she supposed to remind Greer to fuck her? On top of the Olive Garden tables? Greer paid for a workers time on an hourly arrangement, Greer dictated how that time would be spent, and then Greer cried that the worker didn't continue working for free after he ran out of time.

There's nothing unethical about this (except it, y'know, being prostitution). When you're paid by the hour, the ethical thing to do is stop working the second the clock ticks over. You leave any job you were halfway through doing unfinished and you walk the fuck out. You don't tidy up the area, you don't run handover for the next shift, you don't hang back to see if there are any last minute problems, you're done and you go home. Anything else is wage theft and not just grossly unethical but outright exploitative and illegal.
