Some further thoughts, after watching the council meeting.
Russ insisted to the Utah court that he had a last minute business meeting, which was false; it was a regularly scheduled city council meeting. Then in email to Hardin once that meeting was uncovered, he insisted there was also a business meeting to attend separate from the council.
However, we now know that Huber was never going to be there, even though Russ acted like he was supposed to show up. Russ also wasn't meeting the owner of the Scott Shady, because he had brushed off Russ back in March. So who was this separate meeting with? Did Russ just invent it so he didn't have to admit to Hardin "you found everything out"?
The only thing I can think of is at the end, Russ picks up a piece of paper and says he just got a phone number for the Gilmans. He claims he's going to try to contact them again to sell, since the council doesn't want to expand the AE district. This sounds and looks like a new development, so maybe it came out of whatever he called a "meeting". But I have a hard time believing he physically met with somebody just to get someone else's phone number. Maybe he just drove by the plot and saw a sign with their contact info on it.
So we're at 1 confirmed court lie, and 1 probable lie to Hardin trying to cover up the first.
