US Iowans won't be able to buy pop, candy with SNAP dollars after USDA approves waiver request

Reynolds says she plans to seek a waiver from the federal Summer EBT program so Iowa can set up its own summer meal program for kids.

Iowans will be banned from using Supplemental Nutrition Assistance Program dollars to buy certain types of food after President Donald Trump's administration granted Gov. Kim Reynolds' request for a waiver.

When it takes effect, the federal waiver will only allow Iowans to use SNAP dollars to buy foods that are exempt from sales tax in Iowa. That means beginning Jan. 1, 2026, Iowans will not be able to use SNAP dollars to buy items such as candy, pop and other carbonated beverages.

"Soaring obesity rates have brought our nation and state to a crossroads," Reynolds said in a statement. "To promote healthy eating and protect future generations from disease — and to ensure SNAP fulfills its core function — we need a change. Thank you to Secretary Rollins and her team for helping make that change happen."

Reynolds, a Republican, announced May 22 that U.S. Secretary of Agriculture Brooke Rollins had approved the state's request from a waiver to exempt certain foods from SNAP, which is run by USDA. It took Rollins just 10 days to grant the request after Iowa submitted it May 12.

"President Trump has given our nation a once in a generation opportunity to change the health trajectory for our entire country," Rollins said in a statement. "On my first day as secretary, I sent a call to states to innovate, and Gov. Kim Reynolds stepped up to take action. I look forward to signing even more waivers in the days ahead as we continue to restore the health of our country."

Anti-hunger advocates have said Iowans should be trusted to make their own choices about what foods they buy.

"Iowans should be trusted to make the best food choices for their families," Sheila Hansen, a board member of the Iowa Hunger Coalition and policy advocate and government relations manager for Common Good Iowa, said when the state submitted its waiver request. "Let’s make sure all Iowans have greater access to nutritious food, not punish our low-income neighbors and deny kids a candy bar when they want a treat."

Nearly 260,000 Iowans were enrolled in SNAP as of fiscal year 2024.

Republicans in Iowa and nationally are pursuing changes to SNAP, food programs​

Earlier this month, the USDA granted a separate waiver request from Reynolds to exempt Iowa from the Summer EBT program. Instead, Iowa will start up a program called "Healthy Kids Iowa" that will allow low-income families with kids to access $40 worth of food per child each month during the summer at food distribution sites around the state.

Iowa will receive $9.1 million to run Healthy Kids Iowa and the Iowa Department of Health and Human Services expects it to serve 65,000 kids.

The federal waiver comes after the U.S. House of Representatives voted to pass Trump's proposed tax cut bill, which includes changes to SNAP that would require states to pay part of the costs for the program, which has historically been 100% federally funded. The bill also changes work requirements and eligibility for some SNAP recipients.

Iowa Republicans have also tried in the past to limit which foods Iowans can buy with SNAP dollars. This year, the Iowa House passed a bill to do so, but it did not receive a vote in the Senate.

Two years ago, Reynolds signed a law instituting new asset limits and requiring regular eligibility checks for recipients of SNAP and other public assistance programs. Iowa is still in the process of rolling out those requirements.

My parents told that growing up poor and their parents that grew up in the Great Depression, something like fresh fruit was something you would get for Christmas or other special occasions. I'd hate to be a psycho and wish for a worse Depression, but I genuinely want to see how much worse these people bitch when they have to sell all their creature comforts just to but necessities like rice, potatoes, chicken, ect.
The problem is if we got to thise conditions with americas mentality it would break us as a nation.

I'd make the argument we're broken now. My Dad likes to argue we're already in a depression worse than the 20's it's just we don't actually see it, because everything like SNAP/EBT is all done electronically instead of people lining up in soup lines like before. I'd say he's being a tad bit dramatic, but he does make a point. More people than every are on some kind of government assistance, as apposed to before when there wasn't government assistance and people had to sell their kids. Remove that shit and we'll be right back to that avenue. Funny thing is the niggers will die off or cannibalize each other because no one will want to buy a nigglet, let alone travel to some shithole to buy one, while running the chance of getting shot.

as I never tire of pointing out, while the only EBT users you may run into personally may be tugboat fatties buying 8 million twinkies, the average EBT user is a working parent. their lives already really suck.

more importantly, EBT (and WIC ) are agribusiness subsidies that also fuck up the labor market. Unless you are disabled, you have to work to get EBT (not WIC, which is a much more rage-inducing program if what you actually care about is healthy families). If we had an actual labor movement in this country labor activists would be screeching about how big box retail in particular relies on EBT to keep labor costs down.

I think removing soda is fine, people are angry about gibs and removing soda might pacify you, but man it would be nice if your rage were turned towards the actual architects of the fucked up situation.

Stores will scan EBT permitted items and allow you to have alcohol instead usually at an increased cost than if you were just buying alcohol. There is also people who will pay you money to buy them food on your ebt, with the amount of food being more than the amount they give you. Then you have people use ebt to buy food for resale like a 32pk of water they can peddle to tourists and shit. EBT fraud is as varied as the greed and vice that powers it.

Anyone else also realize that this will probably hit the food desert areas niggers constantly bitch about living in? Maybe don’t steal shit from grocery stores, then they won’t have to pack up and leave. THEN you won’t have to take the bus or train to a grocery store 15 minutes away. But no, it was done cuz waycism.

That aside, lots of businesses, I hate to say this, but they rely on EBT/SNAP as well. I remember when it was mainly for grocery stores; but then I started seeing "EBT Now Accepted" signs at the gas stations, and other places. Because part of the racket is the government has a lump of money for the program, they don't want to administer it, so they pawn it off on the big banks who hand out the cards. The banks want to make more money, and it's easier to do that if their locked down card is accepted at more places; so they push for gas stations and other places, while as said by others, Coca-Cola and the like lobby for high sugar things to be allowed as well. It's not mismanagement, it's intentionally corrupted, like most government programs.
To add onto this, a lot of the slop mentioned in this article is made from HFCS, so removing these things from EBT will likely hurt that market, which in turn hurts corn prices and the farmers who grow it. And farmers are a pretty Republican voter base.

My parents told that growing up poor and their parents that grew up in the Great Depression, something like fresh fruit was something you would get for Christmas or other special occasions.
To this day, if I wanted give my mother a small gift that would have the most meaning to her, it would be a bag of oranges. When she was a kid, citrus fruit was very expensive and she never got to have a whole orange to herself.
For my dad, it would be a roast chicken. He only got to have chicken twice a year when he was a boy - at Christmas and on his birthday.

On one point: good, taxpayers can know that when their taxes are forced to go to shit like this, that the only thing those people can buy is gonna be shit that won't rot their gut and brain. (Ideally, but being honest, 90% of shit does it even if it's not candy/soda due to it being goyslop)
On the other point: fuck, if this spreads, now they're gonna be using it to make meats and all the other actually healthy stuff people buy on a budget go out of stock and become that much more expensive due to increased demand.

This reminds me of the time I went to a store in the bad part of town for a job and some homeless lady was hanging around outside with a cart of fish that obviously spoiled. I dunno if she thought she could sell it for crack money or what but I wouldn’t be surprised if that was the case. Guess the store was too scared to cause an incident.

I'm trying, but everyone I know gets upset if I call it soda instead of pop. I just hate the way the word "pop" sounds when its being spoken by a Chicagoan. "PAAAAAAAAAHP."

I'm okay with candy and soda being taken off of the dole. Kids can still eat cake, donuts and cookies, and they can make their own candy - all you need to do is heat cocoa and sugar up enough so that it congeals when cool. Toss in some coconuts, nuts, and chocolate chips, and you've got candy bars. Add some oats and you'll have something somewhat healthy. If a kid can't do that, (with adult supervision) then they don't deserve candy.
