The way they portray it is that Jews are swinging the chickens by the neck and torturing them. As you can see if you watch the video, the chickens are gently moved over the head in a circle three times. After that, it is slaughtered and donated to charity.
It doesn't atone for sins, it's very explicitly stated that doing it doesn't transfer the sin to the chicken and that this is a symbolic transfer.
Kitzur Shulchan Aruch states:
A person should not think, however, that this ceremony itself actually atones for him. On the contrary, [he should look at the ceremony as symbolic in nature, realizing] that everything that is being done to the chicken should really be done to him [as punishment] for his sins. This is what I mean by third hand. The rituals exist but they are either so fringe to be virtually meaningless or they are misunderstood. It goes from hasidim do it to all Jews do it or a symbolic transfer of sins is literal.
