I knew someone who had his health card suspended. They claimed he had moved out of country and was illegally accessing Ontario health care when he wasn’t eligible.

It took over 2 years to get it straightened out.

He never moved. Not even changed addresses within the province. He had no idea how or why they would think that. He worked full time, had a lease, bill payments, phone records. He even had parking tickets. They just kept asking for more and more proof that he was a resident during the alleged period of ineligibility. He submitted hundreds of pages of documents. Affidavits from his employer, from his doctor, from neighbours. Bank statements showing debit purchases at the gas station near his home.

They finally found in his favor after 2 years. They wouldn’t say who reported him, just that it was deemed a valid report. (And they claimed it wasn’t mistaken identity or someone else with his name.) Months later he was still perplexed. He was suspicious of everyone - could it have been a coworker who was passed over for promotion? His ex-girlfriend from years back? Someone who thought he wronged them? He had no idea why they’d do it.

So yeah - reporting suspected OHIP fraud is a big deal and can really mess someone up. Evidentally no proof was required for them to act on a report - allegation was enough.

The fleeing to Canada got me thinking, if Chantal is in Canada is there any chance Canada can extradite her to Kuwait?
Not a lawyer but this is what I found through ChatGPT (take this with a grain of salt, AI makes mistakes and its all speculation at this point) :
- Canada does not currently have an extradition treaty with Kuwait
- Even if there's no extradition treaty with Kuwait Canada can prosecute foreign crimes consisting in bribery of foreign public officials (wasta for fake marriage?)
- Canada may decide to extradite the individual to Kuwait if: it treats the offense as extraditable under the Canada's Extradition Act and the bribery is a crime in both countries and the minimum sentence meets Canada’s extradition threshold (usually punishable by 2+ years in prison)
- If Canada decides not to extradite and Kuwait makes a request it may prosecute the individual in Canada under the CFPOA (Corruption of Foreign Public Officials Act) or cooperate with Kuwaiti authorities to gather evidence or freeze assets
