The investor visa is for either 2 or 3 years IIRC, so he doesn't need to worry until the end date of his current visa is in sight. He probably thinks he'll be in Canada by the time his current visa runs out. But if he's still in Kuwait, he'll have to buy into another company or find some other visa type.
