I think the main reason they would do this is because of funding cuts. It's taken a scythe to research programs across the US as grant money has dried up instantly. Universities doing retarded shit like refusing to ban trannies from women's sports has also caused a stripping of federal funding from several Ivy Leagues, leading to a thirst for other public and private funds in those research hubs, which makes it even harder for small universities to compete. To buy a sample in the US, you need to pay a lab to gather and culture it and follow all US regulations, which can be quite expensive. If her husband was working on the same pathogen in China, just telling him to smuggle some in was probably an attempt to cut down their budget and keep the lab running on a shoestring budget.
This would be the only thing that makes sense on paper. I just doubt their ability to do this in China, where the climate is very different. Creating and testing a strain that is more virulent in China's monsoon climate would not necessarily translate to America's various climates. What I was initially reacting to was this hysterical idea that they would somehow wipe out 30% of all food production or be equivalent to an ebola outbreak.
