TCRF has been stagnant for a long time. They barely even document any cut content of any notable games worth playing. Halo has had a lot of new cut content leaked to the public in recent years but those pages on TCRF are still as barren and sterile as the troons who run the place.

Not in this case, Tor exit nodes are publicly known and can be banned and this site indeed does that. There are also similar lists for VPNs, though this is less foolproof.
