I know it's a different ethnic group, but from the same era, the federal government resettled a lot of South Vietnamese in coastal Texas where they could work as fishermen in the Gulf Coast shrimp industry, which was a success and seems like a much better effort at attempting to settle refugees in a climate and economic niche that better suited their existing skills and temperament.
There are a lot of Vietnamese fishermen all across the Gulf of America, and they do very well at it. Half of the crewmen in Bucktown, New Orleans are Viets.
