He's paying into through his tax payments, he'll be able to collect SS, but it won't be much since the bare minimum is going into it. Also, Phil is getting that house when his parents die. He has a cousin so the shit will most likely end up divided and both will have control of the house which will require them to sell because if one wants to keep it and the other doesn't, the one who wants to keep it will have to pay off the other. Regardless of what happens, Phil will probably die streaming on whatever new platform is out to whatever handful of people still watch his content.

So the SS that he will get will not be enough to last him and cover his expenses(taking current into account) and fat khet will probably pass away before she can even get SS. I would say hes fucked regardless more so if hes giving them the minimum. Now assuming that(inevitably) he will develop some sort of health condition that requires treatment and hasnt payed his taxes by then, the SS money wont last him more than 2 years after starting to receive it. Giving it some thought after what you guys explained i can only assume that he really hasnt think about SS benefits and will probably be "surprise money" when he finds out he gets money when he gets older.

Personally i think if the parents house goes to him and the cousin, i think he will want to sell or make the cousin sell it to him "cheaper". Looking forward to the inheritance arc where he will make marathons

Even IF Phil got his parents house, you really think he would choose the intelligent option of renting it out? He would pay out the ass to sell it, getting ripped off in the process and IMMEDIATELY blow whatever he made in a period of a month or two to Scopely.

I'm not saying that's what he'd do, I'm saying that it's what he should do if he wants to drag this pathetic sham of a life for as long as he can.
My timeline for when this will finally die is heavily debatable, but when it does, I don't realistically see anything other than to liquidate everything and rent, he won't, but that's his best case scenario at this point.
