What we used to do is we would open and close the valve every few years. We would take a lot of immigrants one year, then close the valve so the batch we took in can get settled and assimilated before opening for the next batch. IIRC, I think JFK passed a bill that has made it non stop flow.

Exciting thing that happened during 2016 riots is that protesters blitzed the highway when it got all jammed up. Blacks/Spics couldn't help themselves and looted 18 wheelers.
