tl;dr: The rioter are literal illegal aliens, people unlawfully inside the US, and they are obstructing Federal agents. Trump has been making good on his threats to declare them foreign enemies.

Small quibble here - he is voicing support for them but action wise hasn't done anything. He has refused to act, but he is not willfully obstructing.
You could argue that's the same thing but its harder to prove, especially with executive privilege as governor and "We didn't want to escalate" has a logic to it. Basically the way this is be dealt with is politically: Voted out and/or recalled for not echoing the will of the voters.

Refusing to deploy the national guard: refusal to act.
Doing something like, AS AN EXAMPLE WITH NO BASIS IN ACTIONS TAKEN SO FAR JUST AN EXAMPLE Ordering CHiP offers to form a wall to prevent ICE agents from arresting illegal immigants causing destruction on US soil: Obstruction which would make him liable to federal charges.
