The county will dismiss it if the alleged victim refuses to press charges. They "dismissed it" in the same way that they gave his kids back to him even though his daughter tested positive for cocaine.

Victims to not press charges. There is a reason why criminal cases are GOVERNMENT vs DEFENDANT. The government is prosecuting them for breaking laws. Victims, especially domestic violence victims, can refuse to testify for the prosecution and that can sink a case making it neigh impossible to try and so it gets dropped.
