I now expect cockroach luck to finally prevail, as it always has. The legal complaints will be ignored or dismissed, PAWS Kuwait will not say another word about Chantal, the gunt will wedge herself back to livestreaming and waddling videos and quickly feel emboldened enough to beg for money openly again, Salah will press the demo button on the keyboard and we're in for another one, two, three years of the Kreamiest Beeze of All.

Surprisingly, there are quite a few countries where you can still bring private prosecution. Canada allows it in some situations, as do certain US states. The UK does, Australia does.
I have no idea about Kuwait, but the idea that it doesn't exist anymore is a popular myth.

Plus France for some minor crimes. It was pretty normal in common law countries until fairly recently in history, and I don't know why France did it.
The judge and/or public prosecutor can reject those privately-filed charges. The private prosecutor (filing lawyer) needs to bring a solid case to the court for filing charges, or it won't go anywhere unless the judge is an asshole.
The Wikipedia page on private prosecutions focuses mainly on Wastern countries, but I'm pretty sure it's at least as common in non-Western countries. I can't find much on Kuwaits legal system at all in English. Paws posted what appears to be official case filings with their lawyer's name attached, and a case number.

I won't weigh in on where she is, as I don't think I can do much more than guess but I do like to comment on Chantal's behavior.
To me she doesn't look or sound high really, I do believe she's been crying. Most of the crying Chantal has done on camera has been completely performative and involves a lot of over the top noises (quick breathes and a long whine seem to be her go to, along with burying her head in something and blowing her noise loudly. Although sometimes it just sounds like she's just saying "Boo hoo" which is hilarious because the VIBs still act like it's believable and sincere and send her money) but we have seen her legitimately cry and it's always because
1) A man yelled at her.
2) A man insulted her weight, looks, age or hygiene.
3) A man told her NO and there is no way hope of manipulating him into a yes.
I can guarantee with even just the threats of legal action and having specifically said they'd be taking a closer look at Salah that he is panicking and without a doubt he's been yelling at and insulting her non stop throughout all of this. This isn't a simple eye roll and "oh my god you're so annoying" but I mean a full on booming rant about her ruining his life and possibly getting him deported* with her big mouth and utter stupidity.
Salah and Chantal were already snipping at each other leading up to this. She was getting whiner and grosser, he was getting more frustrated and the whole thing was leaking through into their online personas. There is no way all this didn't send him into a rage and, as big as she talks online she always wilts in front of a man. I remember at one point she was describing one of Nadar's fits and he wasn't even yelling he was just "angry with his hands" which means he was just gesturing aggressively.
With Nadar though she could hop in the car and escape (I still believe he only "hid" her keys when she was too high to drive. She even admits in the Pumped Up Kicks live that she always hands over her keys when drinking because she can't be trusted with them) but if Salah is controlling all the money he can demand she stay until this is fixed (or at least ensure he doesn't go down for this alone) and unless her mom or someone outside all this buys her a ticket she has no choice but to stay.
That said he could be screaming at her every day even if she's in Canada. If he left a voicemail she'd listen to every single one because she can't control herself and he could berate her for leaving like the cowardly pig she is and call her all the names that hurt her the most over and over.
She'd feel safer yelling back, but it would still hurt her the same.
So TLDR; I believe she's being verbally smacked down by Salah and will continue to be until this blows over.
* I'm not saying he will be deported or even that PAWS could do that. I'm saying Salah is a reactive little boy and we've seen firsthand how he talks to women when he thinks no one is looking. He would tear her down in a second just out of frustration. Using and humiliating women is his fetish and his norm, no matter how spineless he appears on camera.

Honestly, I’m just trying to stay away from speculating too much. I think it’s been already established that Chantal’s health problems take ages to show consequences and probably won’t result in a grand display on camera, so whatever is happening right now is making Chantal careful about what she does because she doesn’t feel safe about how things are to mouth off the way she wants too when she’s pissed off.
As for location, I’d have to say Canada because of all the talk of a green screen, assuming that wasn’t part of the stuff left at the villa for staff to throw out. Then again, if she could do that background change on her phone, then it’s up in the air again.
If anything, she’d just make a new channel pretending to be somebody else, except she’s lacking the skills to pull off being another character. Remember that secretary and The Beezing Show or whatever it was?
Well that complicates things after a visa run. Although I’m sure a YouTuber can just say that they’re self employed so they can approve themselves (or at least that’s how Chantal would try to justify things).

The new law is for expat employees. Chantal is neither of these things. She's a tourist, not an expat. She's not an employee and she's not working for a Kuwaiti business. Youtube, Cameo and the various merch stores aren't Kuwaiti.
She wasn't an employee back in Canada either. She's an independent business and/or contractor for everything she's done since she got fired from that medical office forever ago. She works for herself while posting her content on various sites under their terms of service.
As for Salah, he's an expat. But he's not on an employee visa, which would mean an actual employer hired him and got him the visa as an employee-only of their business. Instead, he's on a business owner/investor visa from that perfume company (owned by a Kuwait, plus Salah and Murad). The papers and everything were posted years ago and we all know about the perfume company BS.

I love that they didn't even have to mention the cat thing. For years, we have all been waiting for Chins' reckless behavior and potty mouth to get her in REAL trouble. Remember when she tried to rescind the charges she filed against Nader and told the officer that she couldn't endure a court case because of her mental health? Well, formal charges have been filed and karma has finally come to slap her in the fat face.
I hope they have the video of Chins insulting Alaa's wife on that flash drive.
