California farming towns have a high turnover of city slickers who play farming sims and think they can do it irl and after a year leave the property more or less in disuse and fallow.

this is wildly untrue, big farms buy up almost any land zoned for farming in California the second it hits the market, many of these are multinational company's with ties to China.

The small farmer is a dying breed and this "City slicker" larp you are describing is pure fiction,

are you talking some large house with 2-5 acres some guy trys to grow persimmons on and fails? My most generous interpretation is the fast-tracking of work visas for people in the relevant industries, or fast-tracking illegals with a valid proof of a work history in the relevant field (get it?) for citizenship.

Giving potentially thousands (if not hundreds of thousands) a free pass would be far too overt a betrayal.
