The best baklava I have had was made by an Iraqi.I usually get the kind from Israel. There's also Palestine, nearly identical. Bethlehem seems to be the source of a lot of the imports.
The Greek stuff is good, too, but really syrupy and rich. You can barely eat it with your hands.
(At least among the kinds available locally. There's a lot of crossover in the different kinds made in any given place.)
