Iranians were secular in the past. Only with a help of (Certain people and certain countries) they got the religious fanatics in power. Iranians are one of the oldest nations in the world and very similar to europeans.
Europe had many infrastructure projects in Iran, Libiya and Syria before 1980. Hotels, public utilities, resorts. It was looking very well before the conflicts erupted. Oil was also very cheap due to 0 sanctions and multiple suppliers ensured stable relationships.
