Yes. I bet they have hidden centrifuges somewhere safe and are way past enriched DU nuclear limit of 80%.
The conversion of 60% to 80% is just a single step/spin tho and they have stockpiles of 60 stuff.
You have to convert it back to metalic form. I haven't heard of liquid uranium bomb, but it may be possible.
