Poo touchers managed to sabotage Stephanie in the stinkditch forum when she was adopting a cat. It didn't matter because she just got her dad to adopt a different one for her.
I agree with other posters that abuser is too strong a word for what Chantal has done to her cats. She neglected them, which thousands of other people do their pets every day.
It's nowhere near the level of abuse that would land her on the radar of the OSPCA or any authorities. For cats, it would have to be broken bones, actual starvation to death, outright torture and murder (a teenager was arrested last summer in Toronto for torturing a cat to death, as well as some raccoons-- proto serial killer stuff) or hoarding. And with hoarding, the cats will be removed, but it's unlikely the hoarder will face legal prosecution.
And unfortunately, being a fat gross neglector won't prohibit Chantal from getting as many cats as she wants in the future. A shelter or charity will make her sign a document promising certain things, and they might put her on some kind if "do not adopt" list. But people re-home pets privately and there's no real laws about that. Pets are legally property, and you can give or sell your property to whomever you wish.
"Who gives away a beloved pet without vetting the owner?" people in this thread have been asking. The answer: lots of people do. Chantal is one of them, and so is anybody who gives a pet to Chantal. The world is fucking full of them.
Chantal did not actually get chased out of Kuwait because she fucked with a cat. She got chased out because she was soliciting for donations. If she hadn't done that, it doesn't matter how insane PAWS Kuwait acted to her, because I guarantee that stealing a street kitten from its mother and then putting it back is not illegal.
In Canada, the donations stuff is not an issue. If people spam the OSPCA and whoever else about her, it's not going to end the same way. She won't be starving or crushing or eating the cat. That's where their concern starts and ends.
The fact that people like Chantal can't be stopped from perpetually adopting and neglecting cats triggers the part of us that anguish over all sorts of everyday injustices. But there's nothing for it. That vet tech is better off spending that time doing some volunteer work than leading some crusade against Chantal. There's lots of pets in the same or worse condition.
Let's just all be grateful that Chantal can't carry out this cycle with a child.
ETA: Ontario has a law that landlords cannot prohibit you from having a pet. In other provinces, landlords are allowed to ban pets outright, only allow them on a case by cases basis, or charge a pet deposit, etc.
Ontario is not one of them. The only restriction a landlord can place on pets is size/weight, which obviously is about dogs. Or if you are renting a room in someone's house that they live in, then the landlord has a lot more freedom (IE if it's a room in your house then you're allowed to discriminate based on sex, not allow pets, I think even not allow alcohol etc.)
Lots of landlords in Ontario will put "no pets" in their ads, and have a clause on the lease that says "no pets," but it's not enforceable and everyone knows it. So spamming her landlord will do nothing to prevent Chantal from getting a cat, either.
