I've been looking for an interview I saw with one of these obviously fucked in the head individuals who complained something to the effect that, despite the site handing out Subutex and Methadone like candy with medical staff on site, they felt it was unfair they weren't allowed to use in the rooms because they just want a safe place to kick.

I remember that being something Jello Biafra was pitching as part of the Green party in the 80s. It was immortalized in one of his spoke word rants. The best way to deal with this is to spike their supply with something worse than Fent. I think you could make an argument that without legitimate visas or citizenship they are not under the full jurisdiction of the US, they are still under the jurisdiction of their home country, there for are not eligible for automatic citizenship should they give birth here.
