Emergency medical care is already handled by EMTALA (Emergency Medical Treatment & Labor Act) which gives everyone access to emergency medical care regardless of their ability to pay or citizenship. Any person inside the US is entitled by law to receive:

1. An appropriate medical screening exam to check for an emergency medical condition, and if you have one
2. Treatment until your emergency medical condition is stabilized
3. Or an appropriate transfer to another hospital if you need it

All emergency departments must comply with the EMTALA if they receive juicy Medicare $$$. There is zero reason for noncitizens to get Medicaid or Medicare as they are already protected by EMTALA. Stop being so niggerlicious-- Americans are generous and compassionate but we don't owe foreign nationals free healthcare beyond emergency situations.

That's a fair question and yes it is militarization. Soldiers cover their faces, and this is meant to further align the police as military units, not as civilians, even though they are in fact civilians. These choices have been intentional since 2000 to break down how the public sees policing and whether it is an anonymous, dehumanizing action like war or not.

If they have a job it's no issue though. Plenty of cities even have a little card-scan system that your company can just pay for, so that you effectively can use the bus for free. The thing about just making it actually free is that there becomes even less you can do about the homeless / crazy / criminal class who ruin the experience for normal people. There's nothing a fent addict loves more than nodding out on the bus as his backpack full of shit spills out into the aisle and his monkeybox sores burst pus all over passersby.
