My main argument for why companies might not give out the tools of their own volition to make a game playable for consumers is that the action could be seen by shareholders/investors as detrimental to company growth/revenue, which makes them liable for violating their fiduciary responsibility. A company will possibly, after some time, give out the source code (rare) or release a DRM-free copy of a game which will in no way interfere with the present sales of a newer title or not negatively impact the gains of a freshly released game. But if Ubisoft were to release the tools to have a functional, non-Ubisoft tied version of The Crew 1 available to play, then it might negatively affect the potential sales of The Crew 2, for example; I can't think of a more relevant more recent example off-handedly but it still works. Regardless, I apologise for not being clearer with that — my fault.
