SYDNEY, July 7 (Reuters) - An Australian police officer who fatally shot an Indigenous teenager during an attempted arrest in 2019 was racist and worked in an environment "with hallmarks of institutional racism", a coroner has found.

The killing of 19-year-old Kumanjayi Walker by then-Police Constable Zachary Rolfe in the remote Northern Territory community of Yuendumu sparked protests and renewed scrutiny of Australia's treatment of its First Nations people.

Rolfe, who had been stabbed by Walker in the shoulder with a pair of scissors during the confrontation, argued his actions were in self defence and was cleared of murder and manslaughter charges by a jury in March 2022.

A mandatory coronial inquest into Walker's death in custody began six months later and stretched for more than three years.

In findings handed down on Monday, Northern Territory Coroner Elisabeth Armitage said: "I am satisfied that Mr Rolfe was racist and that he worked in and was the beneficiary of an organisation with hallmarks of institutional racism."

"This was not a case of one bad apple," she said.

She said she could not exclude the possibility that Rolfe's racist attitudes “were operative” during the confrontation and a “contributing cause of Kumanjayi's death”.

It comes despite an investigation into the Northern Territory Police Force last year finding that while there had been historical racism, there was no evidence of racist behaviour since 2015.

Armitage said Rolfe also had an interest in “adrenaline-style policing” with a tendency to use excessive force and "dehumanise" suspects. She said this “may have led him to error” when arresting Walker.

Rolfe was dismissed as an officer in 2023, after criticising the Northern Territory Police Force and the coronial process.

Rolfe's lawyer did not immediately respond to a request for comment. The Northern Territory Police Force said it had started anti-racism strategies during the inquest and would examine the coroner's recommendations in consultation with Indigenous leaders.

Indigenous Australians are one of the most incarcerated groups in the world.

Over 500 Indigenous Australians have died in custody since a royal commission in 1991 made 339 recommendations to prevent such deaths.

The overriding theme of Walker's youth offending is that he was educated in and supported with his offending within the community and family group. Not, that is to say, everyone - but that he would improve when removed from them, and reoffend on his inevitable return. He suffered vicious abuse in that community, he was exposed to drugs and alcohol and violence: he could not possibly 'reform' within it. Yet he was returned to it, time and time again. He began to show suicidal and destructive/self-destructive tendencies. There was no interest or ability for his carers to assist him. There was no way out for him.

On 3 September 2015, Sgt Jolley submitted a child abuse report to Territory Families because she was concerned about the deterioration in Kumanjayi’s health. It appeared that no-one was caring for him, he had lost a lot of weight and members of the community found him sleeping in the back of the church in a swag.

The entire inquiry was started with a purpose of doing anything to lay the blame at someone outside of the perpetrator and criminal in the case. The inquiry ended with a fanciful "ceremony" in a town with a stupid name filled with fuck wits who couldn't have cared less about this kid and now value him only insofar as they push for more handouts.

The actual background provided in the report, that this kid was basically failed by everyone and surrounded by fucking drunks and drug addicts who beat each other as a pastime in the desert, is not what will be the headline. The headline is muh racism, muh white fullah this and that, just like all the other rapists/abusers/murderers/thieves this lady has reported on.

The primary question is why Zach Rolfe was in that blighted town, and the answer is because Walker was a threat to himself and those around him. Most aboriginaled place I've lived was Port Lincoln for a year and my neighbours were a family of them, it was about what you would expect, it sure as hell did not improve my views by getting to know them as a kid.
I don't think I've ever had a single good experience with abos, this one at the school I went to there would constantly find ways to climb up on the roof and needed fire department called to get him down.

Don't get me started on how we all end up paying for their treatment. Most of these people will either have insufficient private health insurance to pay (because pre-existing conditions), have a temporary Medicare card, or will use someone else's Medicare card.
Hospitals can't refuse treatment and there is no recourse for the hospital to catch these people and make them pay their bills.
There is no buy in from the Federal Government to deport people who don't pay their hospital bills. They don't care.

I've noticed this too, somewhat.
Asians and especially the Chinese are far worse at this then Jeets and sandniggers I've noticed.

Probably depends on area since mine is still mostly White, but Asians and niggers will be there just milling about, doing nothing (niggers have an equal chance of being out to commit crimes) while an equal number of Whites will actually be doing stuff, like going to the movies or eating dinner.
One time I left the cinema at midnight and a Chinese family with 3 kids was just out the front milling around, kids playing on the seats. It was one of the strangest things I've ever seen. Not doing anything or just come from anything, just loitering.
