Those cities (Chiraq and Detroit) were constructed when the area was productive and inhabited. They are vacant now because people have left those cities.
They were  not constructed for the sake of it to act as investments and GDP creation much like the chingchong ones they're being compared to.

Believe it or not, bricks, mortar, wood, cement, and the construction they are used in can vary wildly in quality. If you use low quality materials, and put them together poorly, you will have a crap building, despite technically being the same materials.

What about the replica of downtown Paris that was built in the middle of nowhere? It could house hundreds of thousands and support them with shops and other amenities, but not a single unit of it was ever occupied.

There is no industry around it, it's not serviced by rail, so it wasn't built to be a suburb. It is empty spectacle, built to keep statistics up.
