Turns out the majority of impeached and convicted judges in America come from Carter's "commission" because when you choose based on local power politics and race, you get corruption and bad judges. Allocating more funding towards schools in low income areas alongside having teachers who aren't total incompetent faggots is the best way to handle the issue of the school to prison pipeline.
