Allowing them on Steam was part of the gateway to the removal of quality control allowing low effort slop (like what was taken down) to be on the platform. The problem is that if you support taking it down now you need to support this draconian method that seeks to censor things even further.

If so my gut tells me it has to do with localizations, a lot of this games seem to change some dialogue/numbers when they are translated or simply add the disclaimer "All characters are abvove 18yo" at the start and they get away with it, that and most Japanese indie game creators are completely stuck on RPGmaker and its variations, even the coomer devs, The japs indie "dev" is incapable of using a proper game engine yet he aspires to pilot a giant robot, they are hopeless.
