Keep in mind, under the secession rules that became law under Chretien, Quebec simply cannot EVER afford to leave confederation, as they'd have to repay 10 years' worth of federal payments to the province within 10 years.Not even that. Ottawa would literally rather anything else happen than full Alberta separatism because Quebec wouldn't be getting its gibs and the Feds wouldn't have anything else to entice them to stay with
This isn't an obstacle to Alberta, because Alberta is a huge net contributor, and the feds would have to repay Alberta, which will bankrupt Canada.
