It’s because Russia can’t in any capacity the regime actually needs. Most of the resources are being used on Ukraine, and they haven’t had the best track record of protecting their satellites since the 2022 invasion. They have failed to protect Venezuela, Armenia, and Syria just within that time frame. If Russia were as powerful as it was during the Cold War, it would definitely be interfering more.
