If ACKtollah is actually dead, the next step (after a few days of bombing/cleaning up) should be to send in the Shah with a group of "supporters" (wink) either from Armenia or Azerbaijan, and as he moves towards Tehran, cities performatively give themselves up to him, ala Napoleon.
Doing this is obviously risky, but it also will guarantee that the shah has a lifetime of legitimacy.
