Most residential homes do not have a static, they are dynamically assigned an IP from the ISP's pool they have available. These dynamically-assigned addresses can change.
But, if you're a user at home with an IP, it could technically be correlated back to you. I imagine the ISP would also have to be subpoenaed to actually give their customer's info, though. They would see "oh we leased this IP to this customer at this time, therefore this was their traffic."
You have 3 easy ways to avoid that:
1. Don't use KF from IPs that can be used to identify you (meaning, you're the only individual who uses the network. McDonald's public WiFi will not identify you uniquely)
2. Make use of the TOR hidden service
3. Use a VPN (and also preferably blackhole kiwifarms.st in your router)

Yes that is my concern too. Financial records should generally be allowed to be private. That level of financial control would in effect allow the federal government to repeal the first amendment.#3 and #4 are a double attack. Not only are they a way to gain user information, it's another attempt to demonetize the site. If users can be identified by paying for T&E or kiwi gold, donations will dry up and the kiwis are going back in their eggs.

Circuit IDs
The C Tor daemon has a functionality to export Onion Service circuitidentifiers to the HTTP request forwarded to the web proxy (theHiddenServiceExportCircuitID C Tor configuration setting).
This can be used either to rate limiting requests or to give some rough estimate of unique users connecting to the service. We say rough because it will be hard to guess -- in this level -- whether many circuits means different clients or the same client opening many connections (like a script or many tabs in Tor Browser).
So while providing precise data on unique clients is not possible, it's possible to get the Onion Service "circuit identifier" for each client connecting to Onion Services. This data is not personal identifiable information, so collecting it won't expose any users.
They way to enable this for a project is to use the following configuration:
set tor_export_circuit_id haproxy
Once you enable this feature, you'll see entries like this at the NGINX log:

The "deaf:beef" IPv6-like field is the encoded circuit ID identifier. You can use it as-is or parse the way explained at the HiddenServiceExportCircuitIDin the tor(1) manpage.
You can further expose this identifier to the backend/upstream HTTP web server by using the following configuration setting in conjunction with tor_export_circuit_id:
set nginx_x_onion_circuit_id 1
This makes NGINX add a X-Onion-CircuitID HTTP header to any request passed to the upstream site, which can them be used of metrics gathering or to do rate limiting.
